The NM DPS exists to promote a safe and secure environment for the State of New Mexico through intelligently led policing practices, vital scientific and technical support, current and relevant training, and innovative leadership for our greater law enforcement community.

Cabinet Secretary Jason R. Bowie

A respected police officer and administrator, Jason R. Bowie served the Rio Rancho Police Department for 27 years, retiring as Deputy Chief in 2021. He began his career in 1994 as a patrol officer, served 10 years in patrol, and earned Officer of the Year honors in 2003. Promoted to sergeant in 2005, he supervised patrol operations and later established the department’s Special Services Unit, leading investigations targeting violent and repeat offenders and working closely with partners including New Mexico State Police, APD, the FBI, DEA, and the U.S. Marshals Service.

Bowie served more than 23 years on the SWAT team—one of its longest-serving members—advancing from operator to team leader and commander, with a career defined by disciplined response to critical incidents and a focus on peaceful resolution and community safety. In August 2021, he was appointed Cabinet Secretary of the New Mexico Department of Public Safety, and in February 2022 he was unanimously confirmed by the New Mexico Senate. A graduate of the FBI National Academy, he has completed advanced leadership development and command-level training and leads DPS with an emphasis on statewide law enforcement support and strong interagency partnership across New Mexico.

Deputy Cabinet Secretary Sylvia M. Serna

Sylvia M. Serna serves as Deputy Cabinet Secretary for the New Mexico Department of Public Safety, overseeing statewide law enforcement support functions, including the New Mexico Law Enforcement Academy and the New Mexico DPS Forensic Laboratory. She focuses on ensuring New Mexico’s law enforcement professionals have the training, resources, and operational support needed to serve communities effectively.

In her second year in the role, Serna brings 12 years with DPS and more than 24 years of public service across the criminal justice system. Her background includes director-level leadership of complex statewide operations and administrative functions, as well as judicial branch leadership directing specialty court programming, including DWI and drug court initiatives. She has also served in behavioral health and juvenile justice, giving her a broad understanding of how public safety, courts, corrections, and community systems intersect.

Serna’s vision is to strengthen public safety statewide by investing in the people and systems that support law enforcement, training the next generation, improving organizational performance, and advancing public safety policy grounded in constitutional policing, data-informed decisions, and coordinated justice system responses.

Chief W. Troy Weisler

Chief Troy Weisler graduated from the 68th Recruit School in December 2002 and began his career in Deming before transferring to Moriarty. He later served as an agent in the Investigations Bureau and in Research and Development. He was first promoted in 2009, serving as a Uniform Sergeant in Farmington and then as a Criminal Investigations Sergeant in Albuquerque.  In 2013, he was promoted to Lieutenant and placed in command of the Region 3 Drug Task Force, remaining in Narcotics Investigations through the rank of Captain. He was promoted to Major over the Investigations Bureau in 2019, Deputy Chief in 2021, and was named the 23rd Chief of the New Mexico State Police in June 2023.

Under Chief Weisler’s leadership, NMSP has advanced technology and innovation to enhance public safety and operational efficiency. These efforts have strengthened investigative capabilities, increased activity, and fostered greater trust within the communities the department serves. He remains committed to leveraging cutting-edge technology to support officers statewide.
