Cabinet Secretary

Scott Weaver

Scott Weaver is the Cabinet Secretary of the New Mexico Department of Public Safety.

Prior to being appointed by Governor Susana Martinez, Scott served as the New Mexico Department of Public Safety’s Deputy Cabinet Secretary of Statewide Law Enforcement and Support Services. As Deputy Secretary, Scott managed the internationally accredited New Mexico Forensic Laboratories in Santa Fe, Las Cruces, and Hobbs. He also administered the New Mexico Law Enforcement Academy, the Information Technology Division, the Law Enforcement Records Bureau, and the Administrative Services Bureau.

During his career with the New Mexico State Police, from 1994-2015, Scott served as a patrolman, a narcotics agent and a member of the Dive Team before moving through the promotional ranks to the rank of Major. As a major, he served directly under the Chief of the State Police as the commander of Internal Affairs and Research and Development Bureaus, as well as the agency Drug Abuse Coordinator.

Throughout his career, Scott has been a part of several high profile criminal cases, managed Drug Enforcement Task Forces, instructed advanced training in New Mexico and Florida, managed federal grants, directed city, county and state police promotional processes, managed the State Police southern criminal and narcotics bureau, directed two successful CALEA (Commission on Accreditation for Law Enforcement Agencies) re-accreditations, served as the chairman of two regional task force boards, and served as a member of the New Mexico HIDTA (High Intensity Drug Trafficking Area) executive board.

Scott is a graduate of the FBI National Academy, the DEA Drug Unit Commander Academy, Incident Command System training, and the International Association of Chiefs of Police, Leadership in Police Organization course. He earned a Bachelor of Arts degree in Sociology and Political Science from Texas Tech University in 1992.

NMSP Chief of Police

Pete N. Kassetas

Chief Pete Kassetas joined the New Mexico State Police in 1992. His first duty station was Grants, New Mexico as a patrol officer. In 1995, he was transferred into the NMSP Criminal Investigations Section whose primary focus is to investigate, prevent, disrupt, and detect violent criminals and felonious criminal activity that undermine the safety and security of the citizens of the State of New Mexico.

Chief Kassetas was promoted to the rank of patrol Sergeant in 1998 and was assigned to the Raton / Springer State Police District in northeastern New Mexico. By 1999, he accepted a Sergeant position with the Narcotics Section, where he administered the Region 3 Narcotics Task Force.

A promotion to the rank of Lieutenant followed in 2000, when he was assigned to the Criminal Investigations Section, where he supervised an investigative unit and the Crime Scene Unit.

Prior to his headquarters assignment, Chief Kassetas was the NM State Police Uniform Commander for District 5 – Albuquerque and District 6 – Gallup. In 2009, he was promoted to the rank of Major with direct responsibility of the Uniform Bureau. In 2011, he was promoted to the rank of Deputy Chief overseeing the State Police Division to include Uniform, Investigations, Training and the budget.

On August 1, 2013, he was appointed as the 21st New Mexico State Police Chief and Deputy Secretary of the Department of Public Safety, Law Enforcement Program. Chief Kassetas oversees the State Police, Motor Transportation Police and the Special Investigations Division with an overall commissioned strength of 750 officers and 250 civilian employees. He manages a budget of $116 million.

Chief Kassetas is the past President of the Four States Peace Officer Association, which represents officers from New Mexico, Colorado, Utah and Arizona. He is a member of the New Mexico Law Enforcement Board, Office of the Medical Investigator’s Board, the New Mexico Search and Rescue Board, and the Executive Board of the New Mexico High Intensity Drug Trafficking Area (HIDTA).

Chief Kassetas is a graduate of the Northwestern University Center for Public Safety, School of Police Staff and Command #161 and the International Association of Chiefs of Police, Leadership in Police Organization course. He obtained his Bachelor of Criminal Justice and Bachelor of Arts – Sociology degrees from New Mexico State University in 1992.

Chief Kassetas resides in Albuquerque with his wife and two daughters.

Deputy Cabinet Secretary

Amy Orlando

An experienced and accomplished litigator, Amy Orlando has spent her entire 25-year career as an attorney in public service in New Mexico. 

As the Deputy Secretary of the New Mexico Department of Public Safety’s Statewide Law Enforcement and Support Services, she manages the internationally accredited New Mexico Forensic Laboratories in Santa Fe, Las Cruces, and Hobbs; as well as oversees the New Mexico Law Enforcement Academy, the Information Technology Division, the Law Enforcement Records Bureau, and the Administrative Services Bureau.

Amy served as the General Counsel of the Department of Public Safety from May 2014 through March 2016.

From 1993-2010, she was an Assistant District Attorney and Chief Deputy District Attorney in the Third Judicial District Attorney’s Office in Las Cruces.  From January 2011 until December 2012, she served as the District Attorney (after her predecessor was sworn in as Governor).  Amy spent 17 months as Associate Deputy Director for Juvenile Justice at the New Mexico Children Youth and Families Department (CYFD), where her duties included managing juvenile probation officers and juvenile facilities.

Amy is very familiar with state government, law enforcement, the Legislature and the legislative process, and with senior personnel in the Executive Branch.

Amy is a graduate of New Mexico State University and the Drake University School of Law in Des Moines, Iowa.
